So there it is — "not founded on anything" — a remarkable admission from a government official who is paid to communicate accurately with the public.**
BUT -- she did not say "not founded on anything" The quotation marks around what she said end after the word 'moment.' The phrase 'not founded on anything' was written by the writer of the report.
